Meeting was called to order at 7:10 p.m. by President Dan Miller

Shop With a Cop

Dan Miller shared a letter he received from the Elgin Police Benevolent Association Unit 54 regarding donation to the Shop with a Cop program.  The idea of the program is to take selected children up to sixteen years old shopping with a uniformed police officer to buy school supplies, winter clothing, and a toy for Christmas.  In this way the police officer will have the opportunity to get to know the young person during breakfast and on their shopping spree.  It was moved and seconded to donate $100.  Motion Passed

Neighbor Discussion Forum

Paul Durrenberger suggested that we could have a message board on the website where you can voice an opinion.  After some discussion, it was decided that a message board would not be a good forum for discussing controversial subjects.  It was noted that we want these issues discussed at the membership meetings.   It was also suggested that a disclaimer should be appended to the bottom of all messages sent using the email list on the GPA website, so that GPA is not “blamed” when individuals voice their opinion on controversial subjects.

November General Membership Meeting

The board discussed the agenda for the November Membership meeting and Pie Fest immediately following the meeting.  All members are encouraged to bring a pie.   The November meeting is the election of next years’ officers.  It was noted that the final slate must be published prior to the next meeting.  The slate will be mailed to the membership in the meeting minutes.

Neighborhood Grant

Pat Miller brought to the attention of the board a mailing from the city regarding training for the Neighborhood Grant Application Process.  Pat said she would attend because she is interested in the process.  It is December 5 at 6:30pm.

Christmas Party Plans

Paul Durrenberger reported that Elgin Academy Cafeteria has been reserved for December 8 at 5:00pm.

Holiday Decorating in the Historic District

The board discussed plans for the Holiday Decorating contest and the flier that will be mailed out.  There was also discussion about decorating selected light poles along the route of the trolley tours, which will be going through the historic district.

Comprehensive Plan meeting

It was noted that the city mailed a notice for two Comprehensive Plan information meetings, entitled “Popcorn and Planning”.  The meetings are intended to present to residents the framework plan developed for Elgin’s new Comprehensive Plan and Design Guidelines.  Comments from residents will be incorporated into the final draft.

The west side meeting will be November 19, 7:00 pm, at Highland Fellowship Church, 2250 W. Highland.  The east side meeting will be November 25, 7:00 pm, at Bethlehem Lutheran Church, 340 Grand Avenue.

New Business

There was some discussion on the dates for the 2003 Historic House Tour, because it may conflict with Fiesta Salsa on Sept 6 and impromptu Mexican Independence Day celebrations on the following weekend.  It was moved and seconded that it would be Sept 6 and 7, 2003.  The motion passed.
